Democracy and Artificial Intelligence: A Necessary Dialogue




Within the framework of the International Day of Democracy, celebrated every September 15, at Directorio Legislativo we reaffirm our commitment to strengthening democratic systems in Latin America. To this end, and following the United Nations’ proposal for this date, we believe it is important to reflect on the role of Artificial Intelligence (AI) as a tool for good governance.

AI marks a turning point in the automation of decision-making processes and the ability to manage and analyze large volumes of data. These technological changes are transforming the way we interact with the world, leading us to rethink how we conceive and exercise democracy in our societies.

The emergence of these technologies represents an unprecedented opportunity to promote greater transparency, efficiency, and citizen participation in decision-making processes. These innovations have the potential to improve accountability and strengthen the bond between representatives and the represented, in a context of years of crises of representation throughout the region.

However, this is not without its challenges. Automation and the use of massive data also generate significant risks, such as the concentration of power and the manipulation of information, all of which can lead to the erosion of fundamental rights. It is therefore important to consider how we can ensure that these transformations do not threaten democratic principles and respect for human rights, while guaranteeing the necessary regulatory frameworks.

At Directorio Legislativo, we believe that it is essential for AI to develop in tune with democratic values, meaning, alongside regulatory frameworks that protect the integrity of our electoral processes, freedom of expression, and access to truthful information. In this sense, it is necessary to foster a pluralistic dialogue between governments, citizens, and civil society actors to generate the necessary consensus to move in this direction.

On the International Day of Democracy, we advocate for the proper use of these new technological tools, highlighting their potential as drivers towards stronger, more open, and transparent democratic institutions.

Strengthening democratic institutions is a continuous effort, requiring innovation, commitment, and ongoing dialogue. At Directorio Legislativo, we will continue working to ensure that the democracies of Latin America meet the challenges of the 21st century, emphasizing the role AI can play as a tool at the service of citizens and the openness of our parliaments.
